and that's mild for this time of the year where we should be usually into the upper 20s and low 30s. that's not the case. we find some rain showers. it's really from anne arundel county towards the south. and that's where it will stay. we are not expecting precip or heavy rain or snow today. it's going to feature clouds. 38 eldersburg. right up to cecil county elkton one of my favorites spots and 41 in annapolis. a lot of clouds on top us at the present moment. there's a system. it's a week area of low pressure producing snows in charston west virginia and some rain back over north carolina. that is sliding towards the south. >> the big deal. but the bigger deal will be the temperatures. while we are at 40 in town and it's near 50 in raleigh, it's 15 below zero in international falls. chicago this is bearing down on you. it's 15 on its way and i think it gets like 22 today in chicago. so that should give you an idea of how cold the air will be and that's what will be coming in

and by wednesday, thursday, charley we will be having to deal with that and i will show you that in the seven-day forecast coming up in little bit. we have breaking news overnight. the u.s. senate overwhelmingly passed a budget deal to avert the physical cat cliff -- fiscal cliff which would increase taxes and set into motion deep spending cuts. this is video of vice president joe biden after a meeting with top senate leaders. but the house of representatives has to vote on the measure. they left capitol hill yesterday without approving deals. so can congress get this done and finalize today? the deadline is passed and we could know by lunchtime today. here's ed payne with -- pain with -- payne with more on the story. >> reporter: at the stroke of midnight, many americans were celebrating and ringing in the new year. but the mood in washington was much more serious.vice president joe biden went to capitol hill monday night after senate leaders struck a deal with the white house. >> happy new year. >> reporter: the senate went

back into session and around 2 a.m. the vote was in. >> the bill as amended is passed. >> reporter: in an 89-8 vow they approve a measure -- vote, they approveed a measure -- he proved a measure to keep bush era tax cuts for those earning less than 400,000. hairy reid says the goal was to -- harry reid said the goal was to protect middle class families. >> middle class families are wake up assured their tax won't go you will 2200. they will know how to pay for car payments next year. >> reporter: mitch mcconnell said republicans agreed rather than let middle class suffer. >> we don't think taxes should be going up on anyone but we all knew that if we did nothing they would be going up on everyone today. we weren't going to let that

happen. >> reporter: the house reconvenes at noon and is expected to take up the measure at that time. i am ed payne reporting. many couples have been waiting a lifetime for this day. today, same sex couples can legally marry here in maryland. the measure was approved by voters back in november and sherrie johnson is live at city hall where some couples have already tied the knot. it's just five after six. >> reporter: that's right. a big day here in maryland. about 7 same sex couples tied the knot here at city hall in downtown baltimore. a historic day and baltimore mayor stephanie rawlings blake was actually the host of some of the first marriages for same sex couples in the state of maryland. she performed the very first ceremony. the couples brought friends and family to take part in the historic event. new year's day will have a new meaning for many couples who can finally have the right to marchy the person they love -- marry the person they love.

same sex couples got a license in december and were able to tie the knot with the new law. new year's day marks the culmination of years of work by gay and lesbian marylanders and allies to pervade legislators and voters to support full rights for same sex couples. >> there's so many people who have a chance now to have the life they wanted for themselves and their family, and i am so proud of maryland that we chose equality over hate. >> there's also a bit of a why o-yo because there was moments when the legislature passed the bill and the governor signed it and had to go to the ballot. and so then you had to wait for november to see how the voters would vote. >>. >> reporter: that first ceremony took place at 12:30 this morning. the seven couples will go down in history as the first to say i do. reporting live in city hall,

sherrie johnson. 6:305. the blood -- 6:05. blood clot found in secretary of state hillary clinton is more serious than first believed. it's located between the brain and skull. it didn't result in a stroke or neurological damage. it was discovered during a follow-up exam from the concussion she suffered a few weeks ago. doctors say clinton will be out of the hospital once her medication is established. that could take up to two days. other than that, they say she is making excellent progress and is in good spirits. we have pictures of two teens arrested and charged with beating another man. police say terrance green and dominic wardrk attacked a 38- year-old man in november. the victim was found on the sidewalk near lombard and howard streets. he is still in the hospital this morning. green and wardrick are both 18 years old. it's not clear what happened to a 78-year-old man minutes before he crashed his car into the carroll hospital center. police say thomas skipper had some sort of a medical emergency right before losing control of his car. they say he drove up the sidewalk and knocked into a

tree and then slammed into the building. his car went into the office where a woman was working. >> the area was occupied and our associates are fine. the driver of the vehicle was taken to the emergency department. >> skipper was pronounced dead in the er. the hospital remained open despite the damage. crews are said to come in to make repairs at the sleep center. shots rang out during a new year's eve celebration in old sacramento california. police say 40,000 people had came out to old sacramento for a fireworks show when the gunfire erupted. no word on what prompted the shooting. police are still looking for a suspect. fortunately we didn't see anything like this during our new year's eve celebration in baltimore. people packed the inner harbor last night bands play at amphitheater theater and visitors bundle up from head to toe to see the sights and hear the sounds. it's easier to watch from home

but the revelers would rather be outside and enjoying the final moments as 2012 wound down. >> this year's fireworks display featured the colors orange and white as a tribute to the orioles and their 2012 season. they were -- theres werer sponsors event as a thank you to loyal fans. north of charm city the big apple welcomed in 2013 the only way it knows how, a lot of people packed times square towatch a chris to covered ball descend among the 1ton of confetti dropped over the hundreds of thousands of people there. messages were to the late dick clark. this was the first year without the iconic host. the confetti had wishs for visitors to new york city and what they hoped to accomplish in the coming year.

in atlanta last night, it was a lit up peach that dropped. it is billed as the largest new year's eve celebration in the southeastern u.s. tens of thousands of people come out to atlanta each year to watch the 800 pound peach drop. after it drops, fireworks light up the night sky like what you see in new york. but they do it southern style. new year's resolutions are easier to make than they are to keep. i think we have been guilty of this. you can stick to your goals in 2013 and you can do it by relying on your smart phone. we have got apps you might want to look at to help stick to the goals for the coming year. we love to give ourselves a cheat day or eat out instead of slave over the stove. we have tips how to make healthier options and do it on a pretty good budget. mike masco. >> well plenty healthy to me. 40 in town but look how cold it is up towards canada. it's 6 below. it's 15 below in international falls. that cold air is on the way to

it's about 15 after 6 on this new year's day morning. you have to see these sculptures part of a festival in the chinese city. sculptors make boats to dragons. visitors can climb to the top of the giant ice formations and that's a sphinx deal. it's part of a festival with unique competition. contestants are asked to drink aliter of ice cold beer as quickly as they can. every year you make a new year's resolution and by
